Jacob Graff

Bio

Jacob is a bilingual lawyer practising in French and English, with a focus on administrative law, commercial litigation, and appellate advocacy. Before joining Conway as an Associate, he clerked for the Honourable Justice George R. Locke at the Federal Court of Appeal, where he worked on matters involving constitutional, administrative, tax, intellectual property, and other areas of federal law. He will also clerk for the Honourable Justice Mary T. Moreau at the Supreme Court of Canada beginning in the summer of 2027.

Jacob is a graduate of the University of Ottawa’s Programme de droit canadien, through which he earned both a Juris Doctor and a Licentiate in Law. He is also completing a Master of Laws at the University of Ottawa, where his research examines the constitutional role of the Crown in Canada.

During law school, Jacob served as Editor-in-Chief (French Articles) of the Ottawa Law Review, where he oversaw the selection and editing of French-language scholarship and contributed to the Review’s broader administration. He also worked as a Legal Research Assistant at the University of Ottawa Faculty of Law, supporting research in comparative Canadian common law and Québec civil law and contributing to other academic projects. In addition, he founded and served as President of the Association étudiante du Programme de droit canadien, leading its recognition as the representative organization for students in the program.

Raised in Victoria, British Columbia, Jacob enjoys sailing, hiking, and camping, as well as playing the piano and guitar, and is working toward his goal of visiting every province and territory in Canada.
